About 14000-15000 years ago, dogs evolved from wolves. And in wolves, especially pups, they lick their mother’s muzzle when it comes back from a hunt. Therefore, you can consider this an evolutionary/hereditary instinct passed down from their forefathers.

2- Endorphins/Cuddle hormone

In dogs and their master, when they are closely attached, oxytocin, the “Cuddle hormone”, and Endorphons are released. These bring pleasure and joy, along with attachment for both. So, every time a dog licks its master, it feels affection and love for her/him, and this endless loop continues.
